AVOID, DEFLECT, ATTACK, IGNORE


In most normal countries and states around the world the state of the nation's railways is understandably a matter of some economic significance, concern and civic pride. Yet the current state of our nations fragmented railways is a source of national embarrassment and collective frustration, rather than boosting our economy, they are literally dragging our economy down. 

Back in the 2016 National Assembly election's one of the Labour Party’s key flagship transport policies was that they would “deliver a new, not-for-profit, rail franchise from 2018”. The current (for how long is an open question!?) Incumbent is Cabinet Secretary for Transport, it was Ken Skates who actually authored that manifesto.

Yet, the current Welsh Labour Government has just handed over responsibility for our national railways to a French-Spanish, for-profit, consortium of transnational corporations – the former made a profit of €313 million in 2016. This means very basically that rail passengers in Wales will therefore no longer be subsidising rail passengers in Germany at least - as is the case under the current franchise with the German state-owned Arriva - we will be subsidising rail passengers in France instead.

The Labour in Wales government in Cardiff Bay could argue that they aren’t able to procure a publicly owned operator under the terms of the Wales Bill - they haven't. The harsh reality Labour in Wales has completely (and pretty consistently I might observe over the years) failed to ensure that the devolution settlement permitted the Welsh Government to procure a not-for-profit rail operator. 

To make matters worse, they then actually choose to vote in favour of this new devolution settlement, in the full knowledge that the settlement would stop them from being able to deliver on this important transport promise. The Welsh Government simply accepted this position, and subsequently has awarded a £5 billion rail franchise to the majority-owned French rail company, Keolis, and Spanish infrastructure corporation Amey to run the Welsh network for 15 years (2033).

As has become the sad norm for this Labour in Wales Government, when faced with awkward or difficult questions in the knowledge that they have lost the intellectual and moral argument, tend to avoid, deflect and evade challenges through personal and puerile attacks - and a blatant refusal to answer questions (as personified by Carwyn Jones's behaviour at First Ministers questions). 

The First Minister, however, as has been noted elsewhere is not alone when it comes to this behaviour. For one thing Labour cannot differentiate between itself and civic government - criticise them and they will attack you for undermining the institution be it in Cardiff Bay or Newport Civic Centre - but they will never directly answer the question or the criticism. 

In a recent debate in the National Assembly the Transport Secretary just refused to answer a crucial question that would at least have measured the sincerity of his vision for a Welsh not-for-profit rail operator. It was possible to introduce a ‘Break Clause’ to this franchise agreement which would allow the Welsh Government to end the contract before the formal contractual end date - this was not done. 

This would at least have bequeathed some future Welsh Government potential wiggle-room / freedom of movement to actually deliver a not-for-profit rail franchise if there was a change in the law made by a so minded Westminster Government. No such assurances were sought - this means the Labour in Wales Government have effectively bound the hands of not just the next administration, but the one after that, and, indeed, the one after that.

A recognisable pattern about decisions that bind the hands or limit the options of future Welsh governments may have emerged. This decision also mirrors the potential financial consequences of a commitment to the M4 Black route - which would tie up fresh acquired borrowing powers with significant loan  commitments that could effectively tie the hands of future Welsh governments (Labour in Wales or otherwise) for  years. 

The very borrowing powers themselves may have been reluctantly conceded by Westminster (by George Osbourne) with this in mind.  Now in relation to the rail franchise this could be down to a number of reasons: a lack of vision or desire from Labour in Wales, poor (if not downright questionably impartial) advice from the civil service, a lack of attention to detail, simply not being up to the business of governance with a deliberately badly designed system of devolution, or perhaps just not actually simply not being that good at what they do.

Now it can be argued that this could be down to arrogance, complacency, cynical indifference or a recognition of the realities of the current electoral system.  The partially proportional electoral system can be said to have largely been designed to deliver Labour majority government. 

It is more than possible that Labours duly elected representatives in Wales cannot envisage a non Labour dominated (minority or majority) government ever being elected. And at this moment in time who could say that they are not correct in this belief. If you were so minded, that the Labour minority government's that have been elected (periodically since 1999) have been a result of the electorate casting their votes despite the electoral system - which may say a great deal about some of the shrewd choices made by electors in our nation from time to time.

That said the Labour in Wales Cabinet Secretary questionably argued that this new for-profit franchise will deliver outcomes for passengers - something that very effectively undermines the Labour Party’s position at Westminster on nationalisation in its entirety. Plaid Cymru has long believed that Wales needs a publicly owned railway to ensure that dividends and profits are reinvested back into the Welsh rail services that have been starved of funding by successive Westminster governments. 

Recently the great leader (JC) spoke of the need for a people's railway, yet here, the only national government the Labour Party controls, are busy celebrating their achievements by brazenly and slavishly following the Conservative Party’s privatising agenda. A case of do as I say, not as I do? We have a long way to go in our country but for certain Labour in Wales is not the answer we are looking for…

A MATTER OF PRIORITIES

At the turn of the year, barely noticed by most people, Westminster politicians voted to spend billions of pounds of taxpayers’ money on redecorating their own offices. A Plaid Cymru/SNP amendment to allow Parliament to be relocated outside London was defeated, and the Tory Government’s preferred option for renovation was defeated. 

Westminster MPs supported an alternative proposal from a group of Labour, Tory and DUP backbench politicians to spend up to £4 billion pounds of public money temporarily moving MPs to an alternative location in London while work is carried out on the Palace of Westminster. Plaid Cymru had called for MPs to be given a further option – to leave the Palace of Westminster permanently and move Parliament outside London, arguing that it would not only save money for taxpayers but also contribute towards rebalancing the UK economy. 

It is worth noting that in the six months since the Westminster election and the refurbishment vote, the Westminster Government has scrapped electrification of the railway line to Swansea; they have pretty much kicked the Swansea Bay Tidal Lagoon into the long grass; and slashed funding for the NHS, local government and schools. Yet Westminster MP’s managed to vote to spend up to £4 billion pounds of taxpayers money redecorating their own offices. 

And this is during a time of rising inequality, and public faith in democracy shaken, it’s typical that the Westminster establishment has mobilised ultra-efficiently to protect its own interests. So rather than redecorating a dilapidated building centred in a city that is infamous for being part of the problem, rather than the solution, to the widening geographic inequality across the UK, MP’s should have taken the opportunity to move the Parliament outside London, saving public money and taking a major step towards rebalancing the economy. 

If Westminster politicians seriously think that spending £4 billion on their own place of work is going to re-build the peoples trust in the political process, then they need to think again, perhaps they should visit visit communities across Wales who have been completely let down by successive Westminster governments. A £4 billion renovation might fix a crumbling Palace of Westminster but it certainly will not fix a crumbling and increasingly out of touch Westminster establishment.

THE RAIL REVOLUTION

Plaid Cymru leader Leanne Wood has outlined her party’s plans to bring about a “rail revolution”. In a meeting with Network Rail in Bangor station, Leanne Wood set out plans for a new finance model to invest in the railways, linking up parts of Wales that are currently not connected by rail, and electrifying the railway through to Swansea and potentially in other parts of Wales.
Leanne Wood said that the Conservative UK Government had shown that it wasn’t interested in investing in Wales’ rail infrastructure after it scrapped plans to electrify the line to Swansea.
Plaid Cymru leader Leanne Wood said:
“Plaid Cymru wants to bring about a rail revolution.
“The UK Government proved its reluctance to invest in Wales’ rail infrastructure when it rolled back its plans to electrify the Great Western Mainline as far west as Swansea. But rather than wring our hands and complain about the Tories, the Party of Wales will respond with a solution. A new finance model so that we can upgrade and improve our railways.
“Plaid Cymru wants to issue a rail bond so that we can finance electrification to Swansea and beyond. This model would also enable us to create a Metro for the Swansea Bay and Western Valleys region.
“It would also enable us to link up the nation through rail. We would re-establish a Carmarthen to Aberystwyth rail line and ensure that it links with the north, to Pwllheli and beyond. These links are key to revitalising our western coast, and creating an all-Wales rail line, running the length of the country.
“We have already secured funding for the outline business case for such an initiative to go ahead.
“Plaid Cymru is serious about delivering for the whole of Wales. This means investing in infrastructure, creating jobs and linking up communities so that no part of the country is left behind.”

IMAGINARY TRAINS...

Now and then, if you look very quickly on Newport Station, you can sometimes see the platform indicators flagging up an Ebbw Vale bound train. Blink and you might miss it - this may be the closest many rail passengers will come to seeing a ghost train. Despite regularly oft-repeated promises from the Labour in Wales government in Cardiff and more locally elected Labour in Newport representatives, there is no sign any time soon of a permanent rail connection between Ebbw Vale and Newport.

The Ebbw railway line reopened in 2008 carrying a years worth of anticipated passengers in a few months. From the start the new rail service failed to connect to Newport and the rest of the south east - a variety of lame excuses have been offered which fail to conceal that fact that the Welsh Government has been dragging its feet. Somewhat ironically periodic upgrades to track and signals in and around the Cardiff area meant that services do actually occasionally start and terminate at Newport.

The failure to connect the Ebbw vale line to Newport means that commuters living in the communities in the Ebbw valley are unable to travel directly to Newport by train and have little choice but to use their cars. They are denied the opportunity of catching connecting trains to Bristol, Cheltenham, and beyond as well as travelling slightly more rapidly to Cardiff in the morning and back again in the evening.

This was either simply a bad short-sighted decision that resulted in commuters having no choice but to choose to drive to work or was a deliberate decision. This lack of an easily accessible alternative helps to feed congestion on the M4. If we are lucky at some as yet undetermined future date the Ebbw vale link may actually begin to benefit those commuters who daily travel east to and from work.

What seems to be missing here in Wales is any real element of reopening old (or building new) railways as has happened in Scotland. In Wales in the last 17 years there have been 2 successful railway re-openings carried out by Network Rail at the request of the National Assembly; the Vale of Glamorgan Railway Line (re-opened on Friday 10th June 2005) and the Ebbw Valley Railway Line (partially re-opened on Wednesday 6th February 2008). These were largely administrative rather than legislative projects, and save for the existence of the National Assembly they would have lingered on somewhere on Network Rails’ priority list.

The National Assembly, has been (with a few exceptions) been pretty muted when it comes to making the case for rail. This has certainly not been the case in Scotland, where bills to reopen old railways have been vigorously debated, scrutinised, amended and passed by the Scottish Parliament. If we are serious about integrated public transport then we are going to have to get serious about how we are going to develop and redevelop our under invested public transport infrastructure.



The Transport (Wales) Act, in February 2006, gave the National Assembly the powers but not the political will to plan and co-ordinate an integrated transport system. Future development plans will be complicated, as back in March 2017, the Westminster Conservative government decided, whether by accident, design or as a result of a general indifference to Wales (and Welsh interests) not to devolve control of that portion of Network Rail to the Wales but to retain it in London.

The largely non UK owned rail companies have continued to ramp up rail fares and have quietly attempting to reduce rail services (they have been thwarted in the later endeavour by some well organised local pressure groups in the case of Severn Tunnel and Chepstow in South East Gwent). All of these things have been done with the tacit co-operation of various Westminster and Welsh Governments and the Department for Transport (in London) certainly for 2 out of the 3 of these august bodies our transport issues and our infrastructure will never be a priority.


It would be nice if the government in Cardiff woke from its self induced slumbers and took the long term view, and actually put its money where its mouth is and work to redevelop our rail services, to boost the development of rail freight and to co-ordinate rail and bus services across the whole of Wales. To do this effectively Wales needs to have full control of its transport policy and transport budget devolved as quickly as possible and the Wales franchise should be run on a not for profit basis.



If we could create a not-for-distributable-profit organisation to run our railways; then profits would be available to invest in rail services. This could mean more frequent services in the South Wales valleys, more frequent journeys to West Wales and on the Cambrian line, as well as additional services between the north and south of Wales.

This could also mean more investment in new rolling stock to help keep pace with increasing passenger demand.  This is sadly not going to happen anytime soon, which is a real pity as a delivery model that is better suited to the needs of the people in Wales rather than the foreign state-owned railway shareholders dividend can be developed, would be a sensible and popular decision.  

Locally Abergavenny, Caldicot, Chepstow and Severn Tunnel railway stations should be real local transport hubs, with fully integrated local bus services and better rial services. Better facilities for passengers are needed, as is the provision of adequate safe secure parking facilities, which are urgently required.

Plaid in Monmouthshire has previously called for feasibility studies into the development of a Parkway Station at Little Mill and the possibilities of re-opening the railway line from Little Mill to Usk. The development of a new railway station to the west of the town of Usk would significantly benefit local commuters, rail travellers and also reduce road congestion. 

The re-opening of Pontrilas Railway station (in south Herefordshire) for passenger traffic and timber shipments would also help. As would a realistically scoped feasibility study into developing regional rail freight services, removing heavy Lorries from local roads.


Such developments would provide a regular rail service to local people and reduce the ever-increasing traffic burden from already overcrowded roads. Local priorities should be the completion of the final stage of the rail-link from Ebbw Vale to Newport and railway stations at Caerleon (which has been in the UDP since 1986), and it should not be a case of a station at Llanwern or Magor but both as they would all help to reduce road congestion and bring benefits to local commuters and rail passengers.
