SAVE THE ORB


Welsh Government must do “all it can” to prevent “devastating” closure

Responding to the news of the closure of the Orb Electrical Steels base in Newport, Plaid Cymru shadow minister for the economy Rhun ap Iorwerth AM said,

“This really is devastating news for the workforce and their families, and its terrible news for steel-making and the wider economy of Wales. Orb is a specialist steel maker, which could be a major contributor to potential emerging industries in Wales including renewable energy and electric vehicle production.

“I’ve repeatedly called for a major summit on Wales’s economic future. This is further evidence of why it’s more important than ever to have the clearest possible focus on the threats facing us, and the opportunities that need to be sought out at this time of unprecedented uncertainty.”

“Plaid Cymru is asking Welsh and UK Governments to investigate all possible interventions – from joint investment to even taking it into public ownership, such is the importance of keeping this specialist capability.”

Plaid Cymru Assembly Member for South Wales East Delyth Jewell added,

“This is terrible news for the committed steelworkers and my heart goes out to all affected by today’s announcement. The Welsh Government needs to do all it can to try to save these jobs and should consider taking the plant into public ownership, as the specialist products the plant produces could play an important role in the development of the strategically vital renewables sector in Wales.

“They should also demand an immediate top-level meeting with Tata chiefs in order to press on them their responsibility to uphold prior commitments they’ve made to their workforce, since it was only last year that workers agreed to accept less generous pensions provisions in exchange for a guarantee they could keep their jobs. While I understand that workers will be offered a chance to relocate, this simply isn’t possible for many who have deep roots in the area and lack the financial means to uproot their lives at short notice.

“There are questions to be raised once again about how the Welsh Government appears to have been caught unaware by an announcement of job losses within the manufacturing sector in Wales, and I will be asking for an explanation from the Economy Minister about what he’s been doing to try to protect these jobs over the past few months."

WHAT HAPPENS NEXT?


The First Minister made the right choice about the M4 Relief road. Personally I have been opposed to the project since the 1990's. It's been dropped more times over the years than a questionable county striker. Whats important now - is what happens next to alleviate the traffic problems that regularly clog up our city - the M4 Relief road would have done little to resolve them - despite the promises. If we are serious about giving people a realistic alternative to the car in and around Newport (and elsewhere) then we need decent integrated reliable public transport - without that nothing is going to change. 

What happens next is now of real significance - there are some small significant and long overdue projects - which would be big wins by way of infrastructure in Newport which should have been completed decades ago. A prime example is that of the proposed re-opening of the railway station at Caerleon - this has been in the structure plan since 1986 - but nothing has been done. Not to mention railway stations at Llanwern and Magor - approved in principle but with no ground broken as the years continue to pass. There are sone relatively simple potentially significant easy wins - which could have a big impact on the congestion problem in and around Newport and on the coastal plain. We need railway stations, with decent facilities and significant park and ride (with sensible walk to routes) at: 
  • Caerleon / Ponthir , 
  • Magor, and 
  • Llanwern 
Across the south east, we can start with the Ebbw vale link to Newport needs to be re-timetabled and the line extended to Aberbeeg (as originally promised). Trains already periodically run on this line into Newport - when maintenance is under taken elsewhere. This reinstated service would enable connecting services to be run into Newport - giving commuters to Bristol and further afield an alternative means of getting to and from their places of work.

Within Newport there is a need to develop a decent system of public transport - based around a light rail / tram network which connects Bettws / Malpas, Duffryn and Pill and Alway / Ringland with the city centre and the railway station(s). At present the residents of Bettws, Pill, Duffryn and Alway / Ringland have no alternative but to drive, use the much reduced bus service or walk. Trams are not a pipe dream they are already an important part of integrated public transport systems in Merton (in south west London), Sheffield, Manchester and elsewhere. They would work equally well in Newport, Cardiff and Swansea and feed people into our main line railway stations. 

Elsewhere in the former county of Gwent there is much work that needs to be done. Our railway stations at Abergavenny, Pontypwl and Cwmbran, Caldicot , Severn Tunnel and Chepstow have all seen some degree of improvement but are barely fit for service. All these stations need improvement and need more stopping services and better facilities hand in hand with the development of secure reasonably priced park and ride facilities. There should be a feasibility study into reopening the branch line to Usk (with a station sited West of the River Usk (with decent park and ride facilities). Along with this there is a case for a park and ride railway station at Little Mill (especially with the proposed hoisting development at Mamihiiad). With all of this we need integrated ticketing - with one ticket coverage all modes of transport - it either well elsewhere in these islands - so why not here? 

The National Assembly also needs to work systematically and over the long term to get long distance freight traffic off our roads and back onto our railways. If you are shipping a container from Neath or Newport to Nuneaton or Namur it needs to be on a train not trundling around the motorway network. Successive Scottish government have had done success with encouraging and incentivising the movement of freight from road back to rail. Hand in hand with this initiative there is a real need to fundamentally change the delivery cycle from last minute to more planned delivery cycle. 

We need workable medium term solutions that will fundamentally impact on our options for moving about our city, the SE and the rest of Wales. What we don't need now is inaction, we gave had plenty of that, combined with poor if not down right bad decision making on the part if government at all levels, be it Westminster, National Assembly and local level - the consequences of which we are all living with every day in the south east and across the rest of Cymru / Wales. The tine for excuses us past - what's needed now is action on the ground to begin to sort out our congestion problems and to provide us with decent integrated transport that's fit for the 21st century rather the 20th.

THE INVISIBLE CITY...


Simply making Newport a convenient place to get to other places from it or to quickly pass by is a no brainier and does little to deal with the underlying problems that Newport faces when it comes to retail and commercial activity within the city centre and the simple lack of easily accessible public transport in and around the city. For whatever reason it is relative easy to come to the conclusion that Newport at times barely figures in the collective mind of the Welsh Government and much like Cymru / Wales is invisible to Westminster.

Relatively recent developments have done little to counter this train of thought - 20 years ago the geographical SE of our country was for most purposes largely the former county of Gwent - with or without Caerphilly. Now the SE for a variety of purposes includes Cardiff, the Vale of Glamorgan and RCT. This relatively low key change in regional geographical emphasis slipped by almost unnoticed but has done Newport few favours. 

Between a rock and a hard place

Whereas 20 years ago long term thinkers were concerned about the Severnside agenda - now we are literals between a rock and hard place - facing the consequences - social, economic and political of the Cardiff capital city Region..  and a reborn Severnside agenda. Some twenty years ago  our SE (as Gwent) had one University (the University of Newport) - the new SE at one point had  4 universities with Cardiff, Cardiff Metropolitan and University of Glamorgan lumped in together with Newport University. 

That spatial development combined with UWN management publically falling out with the then Labour in Wales Minister of Education meant that when up against it there would be no cavalry riding to the rescue. All those years that UWN had spent expensively wining and dining Labour in Newport and their cronies counted for nothing - all UWN got rather than support was the sound of silence. Post merger the continued visible run down of Newport City Centre campus does not provide a stable base upon which to build any knowledge and IT focused knowledge quarter. 

Transport wise our home city has missed out on the benefits of the reopening of the Ebbw Vale line to passenger traffic. Newport ceased to be (to a degree) once again a partial default initial destination for most travellers as trains run direct to Cardiff. The almost certainly deliberate decision to have trains running direct to Cardiff from Ebbw Vale (which was always the plan) but no slower hourly service to Newport significantly tweaked our regions transport geography quite significantly. 

The invisible city

Media wise it's much the same, Newport - our country's third largest urban area barely features on our own national media - it was not until fairly recently that Newport (in Gwent) began to appear on the BBC Wales weather map - even if only after numerous letters of complaint. Football wise things are much the same -  Wrecsam football club gets far more media coverage on BBC Wales than Newport County ever does (save when we are successfully involved in relegation dogfights or good FA cup runs) and this is despite the fact Newport has been in higher division for six years. 

The costly (in many ways) proposed M4 Relief road won't solve Newport and South Gwent traffic problems or reduce the short local journeys we have to make because of the lack of an alternative reliable method of public transport. The proposed metro, which could take significant steps towards developing some long overdue integrated public transport infrastructure appears to be more concerns with ferrying people and and out of Cardiff, rather than tackling even indirectly some of the underlying issues affecting Newport. 

We quite simply have to do better than that. What's needed - apart from railway stations at Celtic Lakes, Caerleon / Ponthir, Magor and Llanwern (with adequate, safe and secure park and ride, and other facilities) is an interested system of public transport (with rail, light rail, trams and buses) that stretches north to Cwmbran, east to Magor / Caldicot and Chepstow and West to central and eastern Cardiff providing us with easily accessible realistic alternatives to using our cars. 

Getting around our city 

Along with a decent easily accessible integrated public transport system - the norm in more than a few paces - we also need to look at creating a level playing field for our local small businesses. The Friars Walk in Newport has been a welcome exception to the last thirty five years, where across the south east, we have seen the commercial hearts of many of our communities (including Newport) seriously damaged (if not ripped out in some cases) as a result of a combination of aggressive policies pursued by the larger retail chains and exceptionally poor decision-making on the part of local government and central government indifference.

When combined with the rapid growth of unsustainable, ill-thought out and more than questionable out of town and edge of town retail developments which leave next to no place for the smaller local businesses and retailers and deprive consumers of real choice. When you factor in parking charges, business rates and the effect of the closure of high street banks and post offices in many of our communities and you begin to see why many of our smaller businesses and local shopping centres are up against it.

We need to focus on creating the right conditions for our local small businesses (and our communities) to not just survive, but to thrive and grow in Newport and across the SE. They are a vital part of the local economy, for as well as trading with us the consumers and customers, they also trade with each other - so the community gets twice the benefit. Money spent by and in local businesses spends on average three times longer in the local economy than that spent with chain stores which is instantly lost to the local economy which in times of recession our communities can ill afford - this are some the reasons why we need a New Newport and a New Wales.

PRIDE IN NEWPORT


I’m Jonathan Clark and I am standing for Plaid Cymru in the forthcoming by-election. I am from Newport, my family is from Newport and I have had enough of seeing our city declining every year. More shops shut, more homelessness, more problems with traffic, more anti social behaviour.

On the stump - neither rain, nor hail, nor sleet...
I’m proud of my home town - our Newport - and I want see it back on its feet. I want to see more investment in job creation, a coherent and integrated public transport system to improve access to and around out city, and a better business rate relief scheme to help grow our small businesses. 

The Labour Party has run Newport for decades and by any reckoning have failed. The Tories have taken incompetence to a new level with their infighting over Brexit. 

So, if you want to fix Newport then join our campaign. We need a real opposition in our city. Plaid Cymru, and together we can be that opposition. But we can only do it if we do it together.

REMEMBERING THE CHARTISTS


Last weekend saw the annual commemoration of the Chartists in Newport and across the South East. The Chartists struggle for the vote (and equal rights) was a long one, culminating initially with the Newport Rising in on 4th November 1839. The Chartist commemorations in Newport continue to go from strength to strength - with a combination of public events, marches, concerts, street theatre and an academic conference. 

The commemoration will hopefully continue to grow and develop as I t makes a real and positive contribution to Newport. We should continue to remember the Chartists here in Newport and within a wider context within Wales, the UK and Europe as part of the struggle for democracy and equal rights which is ongoing snd remains relevant  today as our democracy continues to evolve.

The well organised and well attended events of the last weekend, fully supported by Newport City Council, contracts starkly with the underhand destruction of the popular Chartist mural, off John Frost Square (in Newport) on Thursday 3rd October 2013 which robbed many Newport residents of part of their personal and cultural history. 

I (personally, and no doubt many others) have fond memories of walking past the mural as children (in may case with my grandmother) and being fascinated by it. Now its gone, merely a memory, reduced to rubble on the (relative) quiet by the Labour Party in Newport, which was anxious to avoid embarrassing scenes as a demo to protest the destruction of the then proposed of the mural was in the offing.

The wining pathetic excuses bleated by Labour in Newport and their persistent refusal to engage and find a way to save the mural just about sums up the way the town of Newport has been treated over the years. Few people are against development or redevelopment but it needs to be sustainable and sympathetic to the needs of the city. The failure to work with local indigenous small businesses in and around Newport is a reality that has done great economic damage to the local economy and weakened our economy.

Gone but not forgotten
Friars Walk was welcomed, but, its struggling and it seems to have sucked the commercial live out of other parts of the town. We have to do something different, the new shopping centre, has promised much but the jurying still out on whether it will deliver much of lasting benefit, in a similar manner to the Kingsway Shopping Centre (back in the 1970's). 

Any shopping development should contain retail opportunities for small local businesses as money spent in local businesses circulates three times as long as money spent in 'UK national chains. Simply filling the development with chains means that what local money is spent will get hoovered up and vanished out of town as rapidly as possible. 

Various attempts to develop or redevelop Newport over the years, largely via the questionable vehicle of Newport Unlimited (more like 'Newport limited') have failed to deliver lasting economic growth. Local council cuts which continue to undermine local services have not helped, but, neither has a complete lack of vision and the contempt which has been demonstrated for the cities inhabitants today over the years.

If we are serious about redevelopment in Newport - then something needs to be done about the longtime empty near derelict Westgate Hotel in the heart of Newport. The former objective of the Chartists should be resurrected and redeveloped as a world class Chartists heritage centre - for both visitors to our city and the also for the rest of us.

LOST OPPORTUNITIES


The sad demise (perhaps wilful destruction more like) of the former University of Newport, absorbed and asset stripped by the former University of Glamorgan, as a result of a combination of greed, stupidity, bad decisions and perhaps a failure on the part of the former management to really understand how politics in Wales works. The loss of the cities University has done many of the former (ex) employees and the City of Newport few favours.

As noted elsewhere 10 years ago Newport was the home of a long-established student community which brought life, vibrancy and additional economic activity to Wales' third largest city. The controversial merger of the University of Glamorgan and the University of Wales in 2013, has prompted some concern about the dwindling number of students undertaking degree courses in Newport. As noted by the Western Mail, once upon a time the University of South Wales published figures for the number of students in Newport but has now stopped and is currently rejecting Freedom of Information requests to release them. 

Despite the spin this was no merger, it was simply the removal of a smaller educational rival and a blatant barely concealed asset stripping exercise, driven admittedly by a desperately ambitious Vice Chancellor (although sitting in the House of Lords would admittedly not necessarily be the height of most people's ambitions). And what has happened since the merger has been a fairly consistent rundown of the provision of academic courses for students in Newport. Following the merger and rebrand, the creative industries courses once housed in the City Centre campus have been moved to the University of South Wales' Atrium campus in Cardiff.

In fairness to the former Management of the former University of Glamorgan, it can be said that they played a blinder, maximising the benefits of a close relationship with Leighton Andrews and Labour in Wales. Clearly all of those photo opportunities, the flattery, the dinners, the freebies, the lecturing gigs, the baubles and the trinkets, etc clearly paid off in the end. 

No wonder that heeded to use the government limousine so much, prior to his eventual and much deserved electoral demise. The same cannot be said for the former University of Newport which regularly expended significant sums feeding a rag tag bunch of Labour cronies (from various levels within the Labour machine) to little avail. 

Each year the catering departments financial surplus was pretty much eliminated ensuring that the troughs were full to feed the herd of Labourite’s who flocked into the University looking for free nosh. Sadly when in deep trouble and seeking help the best the University of Newport's leadership got was the sound of silence from a wide range of local Labour members at various levels from Newport City Council, the National Assembly and Westminster.

So much for cultivating 'political influence' of the local good and the great - when it came to the crunch loyalty to the Labour machine counted more than any desire the save a significant local employer (600+ jobs) in Newport (and across the former county if Gwent) and a financial contributor to the local / regional economy (to the tune of £120 million a year). The failure of the South Wales Argus to stand behind Newport University was understandable, especially in light of who was footed onto USW's board of governors. The newspaper did little to highlight the Universities demise and that impact on the city in general after the fact. 

To be fair there were failures on the part of the University of Newport's management as well  the failure to find collaborative partners (something) that might have kept the predatory UniGlam at bay - firstly with Colleg Gwent and then with Cardiff Metropolitan University (which has successfully  survived as an independent educational institution) in the long term probably proved decisive. A new larger institution based on a proper balanced partnership would probably have been difficult to absorb and destroy even with the support of the then Labour education minister. This failure combined with a failure to gain and make good of a basic understanding of the local political setup and how it worked also turned out to be if some importance.

The University like other semi public bodies locally (and nationally) the embryonic UWCN / UWN had plenty of well publicised ambitions - it ran a whole series of excellent courses ranging from archaeology to photography and teacher education (which along with photography and design the institution excelled at). Certainly the deliberate destruction of the Ancient History and Archaeology section of the Humanities Department which was a particularly dull ill thought out decision (especially considering the archaeological and historical significance the Roman legionary fortress at Caerleon) along with the deliberate rundown of electronic and electrical engineering courses and the failure to develop a comprehensive self sustaining portfolio of part-time business focused courses  - like Cardiff Metropolitan University successfully did -  but help matters. 

Like many other semi public bodies (including housing associations) the hierarchies salaries grew - former managers now became directors and then employed managers to do the jobs that they had done previously. At Newport student numbers never grew enough to match the increasingly top heavy well salaried (at least at the top) management slanted bureaucracy. The periodic restructuring and reordering of the institutions internal and public facing departmental structures was to regular an occurrence to stabilise the institution in an increasingly competitive educational market within and without Wales. It also not do much for staff morale or help with the institutions profile in the University sector league tables. 

Prior to the end, so my sources told me the good  ship UWN was not actually in particularly good shape - by the time the merger happened the institution may have come within two or three months of actually being unable to pay the staff. Additionally the poor if not frosty and bad tempered relationship between the UWN hierarchy and Leighton Andrews, the then Labour in Wales Education minister, was deteriorating. Opportunities to take reasonable and modest steps towards survival were missed. 

In the end absorption into a greater UniGlam - rebadged for PR purposes as USW, despite warnings handed out to the management proved to be a veritable blood bath for former UWN staff - who were quietly and systematically encouraged to leave. Caerleon campus was flogged off (for housing) for the ready cash, the portfolio of courses hosted at the riverside campus had been systematically reduced. Most students now reside in Cardiff / Pontypridd and their environs - something that wrecked the buy to key housing sector in Newport. That perhaps is a matter for the medium to longer term. 

The former county of Gwent now lacks a higher educational institution to call its own, a process aided and abetted by the National Assembly who changed the definition of Wales's spacial geography to lump Gwent into a bigger south east Wales which meant that were previously there had been one HE institution there were now 3. This introduced a significant element of vulnerability to the equation, and failures to secure balanced partnerships and strong collaborative relationships with similarly sized HE institutions - perhaps more often dashed upon the rocks of senior management ego's undermined Newport University's position. 

Nearly 100 years of hard constructive work to build educational institutions which delivered quality courses to students was destroyed by the so called merger. If USW has no real interest in running a University campus in  Newport then perhaps from a Gwent focussed Higher and Further education perspective if Colleg Gwent can acquire the riverside campus (from USW) we can start the process again and build an institution that can deliver for the former county of Gwent. 

Politically the abject failure of 'the local Labour elected' to speak out and to help our former University survive in its hour of deep need speaks volumes for the reality of the way the Party formerly know as New Labour in Wales operates - putting party interests well ahead of the interests of the community they claim the represent. This is something that should be seriously be remembered before people locally think about casting their votes for them at future polls.

A STEP IN THE RIGHT DIRECTION


There may be a faint glimmer, a flicker of hope or perhaps a distant green light as opposed to a red one - in relation to the establishment or perhaps re-establishment of the Ebbw Vale to Newport rail link. The new proposals from the new all Wales franchise holder include a reference to establishing a rail service between Ebbw Vale and Newport by 2021. So far there is not much detail - the resurrection of the connecting bus service (which I see trundle (empty) past me most mornings on my way to work) with more frequent but still empty freshly rebadged buses just won't do!

A twice hourly rail service (at peak) and once an hour off peak between Ebbw Vale and Newport will be more than acceptable. The extra services (16) a day between Cardiff and Cheltenham must call at Chepstow and Severn Tunnel and the new stations at Llanwern and Magor - if and when they open. It's still not to late for the Welsh Labour government (and our other elected representatives) to extract a commitment to build at station to serve Caerleon / Ponthir - something that has been in both Gwent and Newport UDP's and LDP's since the 1980's. Todays news is definately a step in the right direction but I and no doubt plenty of other people will be interested in the detail.

PLAID RIGHT ON CITY ‘MASTERPLAN’


Reports that Newport Council has got a poor response from the public and business community to its city centre ‘masterplan’ proposals proves Plaid Cymru right, say the party’s Newport group.

Peter Keelan, Plaid Newport City Development Spokesperson, said:

“Plaid Cymru in Newport responded to the Council masterplan proposals stating they were too short-term, too timid, and wholly unimaginative. They lacked any clear joined-up thinking, and showed no real coherent strategy or or well thought out action-plan to get us out of the recession in Newport.” 

He continued:

“The failure of the Council  to engage and enthuse people in Newport in its consultation is an indication they are out of touch with the seriousness of the economic problems we face, and are failing to offer any hope to businesses or young people who have to grapple with the reality of our austerity economy”.

Peter stated:

“Plaid Cymru recommend a bold, ambitious, international response for our city centre masterplan, which included creating stunning iconic 21st century business and residential buildings along Usk Way, supporting a major revamp of  our heritage architectural 19th century retail axis along Commercial Street. We proposed a major international  fine art and design festival and musuem to attract people to those subjects in our University plus the creation of an international quality ‘sports village’, right on the riverbank area with stakeholders at Rodney Parade “.

He concluded:

“We await the Labour Council’s response to these proposals, which would gain a positive response from both the public and business community”.

A PROCESS NOT AN EVENT?


There was a time when most Government’s (regardless of political hue) would at least pander to the idea of taking a longer more thought out view when it comes to economic development. They would at least try to provide the best conditions and framework to enable the private sector to grow and flourish. Sadly with a few exceptions this attitude appears to have quietly died (sometime in the 1980’s) as politicians concentrated on short term popularity and tax breaks and getting their noses back into the trough after each election.

Working public money hard?

Much has rightly been made, from time to time,  about the state of our High Streets, the economic consequences of their imminent demise and the pressing need to do something about it. Politicians (from the usual suspects) have periodically rolled out the usual cliches about redevelopment and regeneration and then after having paid some lip service to the idea of reviving our high streets carry with business as usual. 

This is not cynicism on my part merely a result of some thirty five years of observation on what has happened to my home town (Newport) and to the small towns of Monmouthshire and much of the Gwent valleys. We have all seen far too much talk over the years and scant action on the part of local politicians and the inhabitants of the Westminster village. 

There are two key elements (amongst others) when it comes to creating economic circumstances which will favour the growth and development of small to medium sized local businesses and enterprises. Firstly there is a need to give local high street based businesses a fair and level playing field upon which to operate and secondly there is a need to give the public relatively easy and cheap (If not free) access to the high street. 

More locally when it comes to development (or redevelopment for that matter) our Local Authorities need to develop a realistic and sensible long term economic view when it comes to planning policies and regeneration. Planning polices need to favour local businesses and small to medium sized enterprises – there needs to be a more thought out and more consistent approach to dealing with planning applications for in, out and edge of town retail developments. 

Our Local Authorities are still far too often tempted by planning gain as developers offer includes, sweeteners and inducements to ease the passage of proposed developments. Council's fear the costs of planning applications (particularly those from larger retailers) being taken to appeal if original outline planning permission is refused. They may even be advised by Council officers of these potential costs if a development proposal involving a larger (potentially more aggressive) retail company goes to appeal - so much for local democracy!

Local Authorities also often fail to have properly researched retailing policies within their development plans. If retailing needs have not been assessed properly then it is very difficult for Local Authority planners to refuse any potentially damaging planning applications from developers, which results in local small businesses, consumers and our communities paying the price. 

Since the 1980’s every Westminster Government has talked about promoting the vitality and viability of our larger and smaller  towns, or at least paid a form of lip service to it. Over the last thirty years or so many retail developments have consistently undermined this aim, as local authorities have effectively turned a blind eye to the consequences of out of town or edge of town retail developments on the edge of market towns in England and Wales. The economic reality has fallen well short of the verbal aspiration, a quick look at the damage that has been done to Newport, Pontypool, Abergavenny, Chepstow and elsewhere in Wales.

Let’s at least be honest, how can we expect local regeneration schemes to work, when the once thriving commercial heart of our high streets has already been seriously damaged by an inability to compete with the aggressive tactics of supermarkets and larger retail chains chasing an ever larger market share. More than ever, our planners need to think about the long term economic consequences of planning decisions, to take the longer term view, rather than get fixated on short term financial gains and questionable inducements from developers.

If you live in various parts of Gwent or are intimately familiar with your home community, then over the years you will have noticed that redevelopment / regeneration comes and goes in phases, in any particular community or town regeneration schemes will have cleaned areas up, built in cycle routes, created transport plans, pedestrianised streets, reopened them to traffic, re-pedestrianised them and (as is the case in Newport and no doubt elsewhere) made certain streets shared space with both cars and pedestrians (this is not as crazy an idea as it sounds, and actually works) and so on. 

Parking has been restricted, created and removed, made it free and charged for it, bus lanes have been created, removed and the hours when bus lanes operate varied. Now this is all well and good and may reflect the latest trend in regeneration and development, but at the end of the day has it made the places where we live, work and shop any better? Has the regeneration process or scheme increased or generated wealth in our communities or provided people with the opportunities to get jobs, to go into business for themselves or generate wealth? 

One of the unintended features of redevelopment is that quite often it is (or is perceived as being) driven from the top down i.e. by elected bodies whether they be Town or County Councils or the National Assembly. Regeneration is a process that merely consults after the plans have been drawn up rather than before, during and after - any process run this way runs the risk of becoming deeply flawed. Local communities and towns and cities of South Wales have over the years has been the recipient of much grant aid, development and redevelopment schemes and initiatives - how can we measure success? 

Measuring a regeneration schemes success should be a key factor in any regeneration scheme. This is the key question that needs to be asked - after the cement and the paint has dried, after the development / redevelopment / regeneration professionals have banked the cheque and moved on - have the various schemes made a difference. I mean beyond any immediate physical improvements to the environment, have they made a real difference when it comes to wealth generation in the area affected by the regeneration scheme and can the people who love here actually see and benefit from the change? 

If the end result is in reality a makeover, and the targeted community is no better off, save for being bereft of the 'regeneration funds' that have been effectively hoovered up by professional regeneration companies - is this success? How do you make regeneration projects work beyond the tick box list of the regeneration schemes managers? One key component that is often ignored or marginalised during the regeneration process is the communities greatest resource - its people.

If we truly want to build and develop strong sustainable communities then any regeneration scheme should from the start and at every stage of the process. We don’t need regeneration professionals coming into an area and engaging in a largely token consultation process. They should directly talk to local people (who are an asset to the process) and actually find out what they would like to be done, what they actually want for their community and their town.

If you are reusing or renovating old buildings then any regeneration scheme needs to ensure that old buildings can make a living after the regeneration scheme is finished. If we do this rather than merely making a token gesture towards public consultation then any regeneration schemes will, with hard work really begin to deliver tangible benefits to our communities. 

Regeneration schemes and projects should be bottom up rather than the top down. The bottom line should be when spending public money, work it extra hard and squeeze out every single possible benefit and maximise the impact locally of the regeneration process and build local benefits into the tendering process - whether by employing local people, using local resources, local skills and local input. As had been said elsewhere, regeneration should be a process rather than a cash extracting event.

TIME FOR SOME FRESH THINKING


Small businesses play a significant role at the heart of our communities; they create wealth and sustainable employment opportunities for local people. Profits and investments made by them tend to stay within the communities where they are based. So rather than plunder small to medium sized entrepreneurs from Bristol, we need to grow and sustain our own small business creators in Newport and across Gwent and to make our towns and cities business SME friendly.

For too many years economic development in Wales has been focused on large scale development of what can be best described a single egg solutions, which promise much and deliver significantly less, the focus should be on developing small to medium size local businesses, which are significantly less likely to up sticks and leave for perceived greener pastures and fresh applications of development grants.

This focus on attracting large-scale single source enterprises, which promise much but deliver significantly less than anticipated, is short sighted in the extreme. The LG development near Newport, was a good example of an expensive disaster / fiasco [please take your pick] which promised the usual total of 6,000 jobs - accrued significant public funding - which was committed by the then Welsh Secretary, William Hague, yet never delivered anything like a third of what was promised.

A combination of what can best be described as fantasy island economic assessments, a fatally flawed business case and a forthcoming Westminster election led to one of the spectacularly duller decisions of recent years being made, something that ended up costing us millions of pounds worth of public money. The WDA has in truth not really consistently delivered anything like long-term economic stability and much needed long-term job opportunities to our communities that it should have done.

European funding opportunities (soon to be a thing of the past) have been seriously wasted, where are the significant tangible assets, beyond some visibly badged infrastructure projects that you can literally put your hand on like improved communications (rail, road, broadband infrastructure, etc) that can bring long term benefits to our communities.

Amongst the questions that should have been asked is how much money has been scammed (and scammed may be the key word) into dubious training programmes and questionable educations programmes that fail to deliver the necessary skills that workers and potential workers need to make a decent living in the modern economy?

Back in the day the Plaid driven One Wales Government made significant efforts and attempts to think and act differently when it came to economic development and support for small to medium sized enterprises. This is the only real thing that will put wealth into our communities, and develop and sustain longer-term employment possibilities.

Attracting branch factory operations of a relative short-term duration might get some headlines but it does not help to sustain and develop our economy. We really do need to think differently and focus economic development priorities on smaller local businesses who will be rooted in our communities and offer more flexible employment opportunities.

Friars Walk in Newport is a welcome exception to the last thirty five years, when across the south east, we have seen the commercial hearts of many of our communities (including Newport) seriously damaged (if not ripped out) as a result of a combination of aggressive policies pursued by the larger retail chains and exceptionally poor decision-making on the part of local government and central government indifference.

When combined with the rapid growth of unsustainable, ill-thought out and more than questionable out of town and edge of town retail developments which leave next to no place for the smaller local businesses and retailers and deprive consumers of real choice. When you factor in parking charges, business rates and the effect of the closure of high street banks and post offices in many of our communities and you begin to see why many of our smaller businesses and local shopping centres are up against it.

Local small businesses as well as trading with us the consumers also trade with each other - so the community gets twice the benefit. Money spent by and in local businesses spends on average three times longer in the local economy than that spent with chain stores which is instantly lost to the local economy which in times of recession our communities can ill afford.

Our National Assembly needs to have the power to vary business taxes in order to help boost our businesses, as well as encourage investment in skills and the tools of their businesses and their workers. If we are going to make Wales a nation of aspiring entrepreneurs and to encourage and enable them, our communities and our economy to flourish we need to encourage the development of community owned social enterprises.

It should be pretty clear to most people that before and after the banking crash - the present financial market and its institutions have failed over recent years to supply sufficient venture capital for the SME sector in Wales. One step forward would a venture capital fund for Wales, which should be established by, but independent of the Welsh Assembly Government

Such an independent venture capital fund could raise capital and deliver investment through a co-investment model, with approved private sector partners to our SME sector, where such investment would make a real difference. More of the same old twaddle from Whitehall and Cathay’s just simply won't do at all, vastly expensive one egg, one basket schemes to generate the seemingly standard 6,000 jobs, just won't do.

What we need is fresh thinking and action from the new government - more than just talk, we need some concrete steps to encourage growth, boost manufacturing industry, support our small to medium sized enterprises and an end to the business rates and that's just to start with.  Otherwise it will just be a case of same old, same old with ill thought out public sector cuts which will do nothing to boost our communities, our economy and that’s one thing we cannot afford.

AN END TO SHORT TERM THINKING


laid Cymru - The Party of Wales, in Newport has submitted its response to the NCC request for comments on its ‘Newport Summit - City Centre Master plan’ proposals, before the deadline of March 5th. 

Peter Keelan, Plaid Newport City Development Spokesperson, said:

“The current City Council proposals are too short-term, Newport’s problems are not going to be fixed’ ready for the next local elections. The Council’s current proposals are too timid and show too little ambition and lack any clear joined up thinking as well as indicating a lack of any real coherent strategy’ and or well thought out action-plan to get us out of the recession in Newport.” 

He continued:

“Our city might be seen by the unambitious as a provincial town somewhere in Britain, but for those with vision it is potentially one of the three great cities in Wales, and can act as the “gateway to Wales” for visitors to Wales. Newport should aim to be a ‘Celtic City of Culture’, to progress in the same ways as cities like Aberdeen, Cork, and Swansea. Newport is not and it should not become simply a northern western suburb of Bristol.”

Peter concluded:

“We recommend creating a visually stunning iconic 21st century axis of buildings along Usk Way, that complements our stunning architectural 19th century axis along Commercial Street, plus exploring how, and when, a major international branch of the V&A fine arts museum could open in Newport, in a signature architectural building along the River Usk and devolving of an Office of National Statistics to Wales based in Newport, to initiate, develop, and provide statistical support across all areas of National Assembly powers, plus on the Rodney Parade side of the riverfront there exists the opportunity to create an international quality ‘sports village’ facility, right in the heart of the city centre area.”
